Leadership Transition in Project Delivery

The System Office of Capital, Utilities, and Real Estate recently marked an important leadership transition in Project Delivery. After a distinguished career with the University of Illinois System, Doug Reddington retired from his role as Director of Project Delivery on May 29. Doug brought decades of experience in architecture, capital planning, and project delivery, and he helped advance significant projects across the universities, including the Campus Instructional Facility, Feed Technology Center, and Wymer Hall at UIUC, as well as the Outpatient Surgery Center and Grenshaw Street Parking Structure at UIC.

We are excited to introduce Elise Riehle as the new Director of Project Delivery. Elise brings a strong record of leading complex capital projects, advancing delivery strategy, overseeing development team selection and negotiations, and fostering collaboration across teams and stakeholders. Her experience in capital planning, construction management, public-private partnership delivery, and process improvement will help continue the office’s focus on operational excellence and successful project outcomes across the University of Illinois System.

Kahua Data Now Available in the Enterprise Data Warehouse

Kahua data is now available in the Enterprise Data Warehouse. This is an important milestone in the continued modernization of capital project reporting and data access across the System. The Decision Support team has been building a complex universe for Kahua data, and User Acceptance Testing has been underway to support a successful rollout.

Bringing Kahua data into the EDW will give users a more sustainable way to access project information, support portfolio-level analysis, and respond to reporting needs. Users who need access should work through their Unit Security Contact to submit a request through the Decision Support security application.

FCPWeb and PRZM Sunset Date Extended

The planned retirement of FCPWeb and PRZM has been extended from July 31, 2026, to September 30, 2026. This extension is intended to support fiscal year-end reconciliation and reporting while allowing additional time for the closeout of remaining projects. All projects managed in FCPWeb and PRZM must be fully closed out before the revised sunset date.

As the System moves toward decommissioning these legacy platforms, access will be progressively phased out for users who are not associated with active projects. Kahua administrators will continue working with Capital Construction Units to transition any remaining active projects into Kahua before the September 30 sunset. After the systems are retired, users will continue to be able to access FCPWeb and PRZM data through EDDIE and the Enterprise Data Warehouse.

JOC/Retainer Process Improvement Task Force

The JOC/Retainer Process Improvement Task Force kicked off its efforts in late fiscal year 2026. The goal of the task force will be to review and improve processes associated with job order contracting and retainer-based project delivery. The task force is focused on identifying opportunities to streamline workflows, clarify roles and responsibilities, improve consistency, and support more efficient execution of projects delivered through these tools.

This work is especially important as campuses and System Office teams continue to manage a high volume of capital renewal, deferred maintenance, infrastructure, and smaller project needs. Strengthening JOC and retainer processes will help reduce delivery inefficiencies, improve project timelines, and support a better experience for project teams, campus partners, and stakeholders.

Project Highlight: UIC Grenshaw Street Parking Structure Nears Completion

The UIC Grenshaw Street Parking Structure is nearing completion and will provide an important new parking resource for faculty and staff. The project is designed to provide approximately 1,056 parking spaces, including electric vehicle parking and EV-ready expansion capacity, while supporting safe, efficient access on UIC’s west campus. The facility also incorporates traffic signal work, utility relocation, wayfinding, stormwater management, and infrastructure designed to support both current operations and future needs.

The project reflects UIC’s broader planning goals for the Taylor Street and Wood Street area and demonstrates the value of coordinated delivery in a dense urban campus environment. As the project moves toward completion, attention is shifting to operational readiness, closeout, and coordination with campus stakeholders so the facility can begin supporting campus access, mobility, and long-term growth.

Board of Trustees Due Dates

Sharing timely and accurate information with the Board of Trustees helps keep projects moving. Each meeting cycle, we collect key information and documents like the list of agenda Items, Roll Call drafts and revisions, and applicable bid tabs/utilization details. Getting these in by the set deadlines gives everyone enough time for review and keeps the process running smoothly.
