The University of Illinois System Office of Capital Programs and Real Estate Services (UOCP&RES) facilitates and oversees the development of and adherence to policies, procedures, and systems pertaining to the built environment of the U of I System. Capital Program Utilization Goals

Contractors: The goal is 30% for the University of Illinois at Chicago and 30% for the Peoria, Rockford, Springfield, and Urbana universities.

Design Professionals (Architects and Engineers): The current goal established in 30 ILCS 575 et seq is 30% for utilization of businesses owned by minority, women, and persons with disabilities.

Prequalification Requirements

Contractor Annual Prequalification System

Contractors interested in competitively bidding on a University of Illinois System project must be prequalified annually in the Contractor Annual Prequalification System (CAPS) which is now a module within VSA. Contractors can submit prequalifications for any of the University of Illinois universities and various divisions of work, check on their prequalification statement status, and renew their prequalification statements. Design Professionals Prequalification Requirements

Architectural and Engineering firms must prequalify with the Capital Development Board.

Vendor Services Application

The Vendor Services Application collects basic information about a vendor (or other external organization) and its related employees in a central location. VSA vendor records and user accounts will share information with capital applications (e.g., PRZM, CAPS), ensuring that a vendor's legal name, location(s), address(es), and related information are consistent and accurate.
